The request made to appoint Parliamentarian Dullas Alahapperuma as the Leader of the Joint Opposition during the suspension of the Parliamentarian Dinesh Gunawardena was rejected in parliament, on Thursday, March 09.

The discussion was as follows:

Speaker Karu Jayasuriya: “When MP Nanayakkara forwarded this request, I informed him. I said that if Nimal Siripala de Silva approves this, I can do it. I tried in the morning. Unfortunately, I could not speak with Nimal Siripala de Silva”.

PM Ranil Wickremesinghe: “The leader of the UPFA is President Maithripala Sirisena”.

Leader of the House Lakshman Kiriella: “I am disappointed. Dinesh Gunawardena didn’t come to parliament only on one day and they are trying to cut him out”.

PM Ranil Wickremesinghe: “Tomorrow it will be the personal requests of MPs. Is this why you are trying to cut him out?”

MP Dullas Alahapperuma: “The Prime Minister must not get excited about this. Do not panic. MP Dinesh Gunawardena who was the Leader of the Joint Opposition has been sent out of the Chambers. We suspect whether you knowingly or unknowingly conspired and removed the only bridge and the link the Joint Opposition had with the parliament”.

Speaker Karu Jayasuriya: “That statement is wrong. My decision is completely unbiased. The whole country knows what transpired yesterday”.

MP Dullas Alahapperuma: “Mexico is a country which does not heed at all to the Speaker of Parliament. Then it is Nigeria and South Korea. Do not include our country in that list as well. This decision is in your hands Speaker. Do not pass it on to Minister Nimal Siripala de Silva, the Leader of the House or the Prime Minister”.

Speaker Karu Jayasuriya: “There is no handing over anything to the Prime Minister. I take the decision”.

MP Dullas Alahapperuma: “We are not in agreement with the decision you took yesterday”.

Speaker Karu Jayasuriya: “That may be”.

MP Dullas Alahapperuma: “But we accept the right you have. You are the person who has the power”.

Speaker Karu Jayasuriya: “No, I have no such power. Say what you need to say fast. The days proceedings have to be carried out”.

MP Wimal Weerawansa: “Please excuse me and let me speak, or else your pressure will also rise and so will mine. When he was the Leader of the Opposition, he made special statements under 23/2. We did not challenge him then”.

PM Ranil Wickremesinghe: “The Leader of the Parliamentary group of the alliance is Nimal Siripala de Silva. He has nominated Dinesh Gunawardena as his second in line. We do not have a problem with that. What we are saying is if this needs to be done as per the tradition this should be done by Nimal Siripala de Silva”.

Speaker Karu Jayasuriya: “Let me carry this forward. I cannot do things that I have no right to do. The Leader is appointed by the Alliance”.

PM Ranil Wickremesinghe: “We have an important debate today. Some people cannot arrive at a stance on this. They are trying to jump over from one side to the another. So let the people who have a stance to speak”.

MP Dullas Alahapperuma: “The Prime Minister is saying the debate needs to be stopped. That is the reason why we are saying to understand the importance of this debate”.

Speaker Karu Jayasuriya: “I have not rejected. I said that the permission of the Leader of the Parliamentary group is required. With his permission I will give it today as will. We cannot provide the opportunity for a debate beyond this today”.

PM Ranil Wickremesinghe: “The whole country is waiting to see the SAITM issue being taken up and what the debate will be like”.

Speaker Karu Jayasuriya: “MP Nanayakkara I was able to talk to Nimal Siripala de Silva, who is the Leader of the Parliamentary group of the Alliance, he notified me that he cannot agree to this being handed over to another person”.

MP Vasudeva Nanayakkara: “They speak of the police coming in. They had arrived through the lobby of the Opposition in a manner that is in violation to the privileges of the Opposition. That cannot happen. Carry out an investigation into this”.

Meanwhile, the Joint Opposition convened a media briefing at the car park located opposite Parliament.

MP Dullas Alahapperuma claimed that the Joint Opposition has the second largest group in parliament, therefore, they have resorted to a more uncivilised act in order to suppress the voice raised by the Joint Opposition on behalf of the people.

Furthermore, he noted that MP Dinesh Gunawardena’s suspension from Parliament, is a separate political conspiracy.

MP Vasudeva Nanayakkara also claimed that the democracy in Parliament is such that they were only given one third of the time given to a group of six people and sixteen people, where as they have fifty-two members.
