Addressing the cabinet media briefing on Thursday, August 7, Cabinet Spokesperson Minister Keheliya Rambukwella noted that the proper protocols are adhered to when appointing officials to foreign service.

He said: “Constitutionally they are representatives of the president. They are appointed by him to represent the country. Individuals employed in the External Affairs Ministry have also been appointed in this manner.”

He added: “The constitutional power vested in the government is checked through the Parliament. The committee which examines it is known as the Committee on High Posts. The bio-data of the individuals recommended are submitted to this committee. They are called for an interview and then a final decision is made.”

Journalist questioned: “According to the government, there are international conspiracies. In order to face these conspiracies, these officials need to have some sort of educational background. We need experienced leaders. Has the committee agreed on some sort of standard that should be adhered to?”

Minister Keheliya Rambukwella replied: “A report on every individual should be submitted to the High Posts Committee. All their educational qualifications and experience needs to be included in it. The committee is vested with the responsibility of going through it.”
