COLOMBO (News 1st); Sri Lanka and Latvia have inked a historic agreement enabling the transfer of sentenced persons between the two nations.

The signing ceremony took place on 11 November 2025 at the High Commission of Sri Lanka in New Delhi, marking a new chapter in legal and consular cooperation.

The agreement was signed by Juris Bone, Ambassador of Latvia to India and concurrently accredited to Sri Lanka, and Mahishini Colonne, High Commissioner of Sri Lanka to India.

This pivotal accord allows individuals convicted in either country to serve their sentences in their homeland, in line with respective national laws and regulations.

Guided by principles of humanity and respect for human rights, the agreement aims to promote social rehabilitation and uphold humanitarian considerations. It stands as a testament to both nations’ commitment to mutual legal collaboration and the dignity of individuals.

The Ministry of Justice and National Integration of Sri Lanka will act as the central authority for implementation, while Latvia’s Ministry of Justice will serve as its counterpart.

This development also underscores the strategic role of Sri Lanka’s High Commission in New Delhi, which coordinates engagement with 99 diplomatic missions accredited to Sri Lanka from the Indian capital—the highest number for any foreign city.
