The newly functioning Agency for Development which has named Mangala Yapa as its director general is coming under well-deserved criticism from civil activists for flouting parliamentary procedure.
The establishment of this agency was included in the Development Special Provisions Bill and was advocated for by Prime Minister Ranil Wickremesinghe.
While this bill was rejected at provincial council level, it was proven that the Agency For Development is operating at the premises of Ministry of Development Strategies at the Colombo World Trade Centre.
Mangala Yapa has now sent a communique to the China Harbour Engineering Company, who are building the Hambanthota port, and requested a meeting on behalf of the Agency for Development. Who gave Mr. Yapa the authority to do so, since this agency should not exist in the first place?
