Is the Road Development Authority constructing a road illegally across the Hantana Environmental Protection Area?
The residents around the area say that they do.
Reports say that the entrance road to the Ulpathkanda Aranya Senasanaya and another road are being constructed in an area coming under the Hantana Environmental Protection Area.
A sign-board at the location say that the project is initiated by the RDA of the Ministry of Higher Education and Highways. According to the sign, the project is being funded though an Asian Development Bank loan.
Gazette issued on February 17, 2010 to protect Hantana say; “Any construction in the Hantana Environmental Protection Area requires the approval of the Hantana Protection Area Management Committee.”
Hantana Protection Area Management Committee member S.P. Liyanarachchi told News 1st the RDA is constructing the road within the confines of HEPA without prior approval.
“This is illegal.” said S.P. Liyanarachchi
Hantana Protection Organization member Amith Senanayake said: “This institution which falls under the jurisdiction of the Ministry of Higher Education and Highways has violated the regulations of the gazette paper concerning the Hantana Environmental Protection Area. Large scale development activities are being carried out through eco systems which should be protected.”
Upon further inquiry, Central Environmental Authority’s Central Provincial Office Director K.P Welikannage said he was unaware of this construction.
He said however, measures will be taken to dispatch a team of field officers to inspect the area.
