Gotabaya Rajapaksa makes salient observations on good governance

Defence Secretary Gotabaya Rajapaksa says that good governance can be achieved in a country only if institutions like the police function appropriately.

The Defence Secretary made this comment at an event held in Battaramulla earlier Thursday. The programme was organised to expedite the process of providing e-national identity cards.

At this event, which was graced by the Defence Secretary Gotabaya Rajapaksa, motor-cycles were presented to development officers attached to 32 divisional secretariats.

Secretary Defence , Gotabaya Rajapaksa expressed these views:

“… If good governance is to be established, it needs to happen according to the proper process. If not, there will be no good governance. Although we speak of it now, the reason for the absence of good governance over the years is because it was not initiated according to the proper procedures. Because of the three decade long war, this was not highlighted as an issue. So, it is through institutions like the police that we can achieve good governance. When I joined the army, those in the police had a one year training programme. However, with the sands of time , that period was trimmed to two months. After the training, they are deployed to areas like Vavuniya and Batticaloa where they are sent to bunkers. This requirement is now over. When the Police carry out their duty cannot level accusations them, if they render their services appropriately.”
