President can hold Ministry of Defence as per Article 04; Justice Minister

Colombo (News 1st); Justice Minister Ali Sabry says Article 04 of the Constitution of Sri Lanka is superior than any other article which has been introduced to the constitution via amendments.

In response to a question posed on News 1st's News-Line program, the Justice Minister said, therefore in terms of Article 04 of the constitution the President can hold the Ministry of Defence as it claims he should be the commander of all the force and is in charge of the defence of the country.

Article 04 (b) states; the executive power of the People, including the defence of Sri Lanka, shall be exercised by the President of the Republic elected by the People. https://www.parliament.lk/files/pdf/constitution.pdf
