Do we receive the proper benefits of expressways?

COLOMBO (News 1^st) - Professor Amal Kumarage of the Moratuwa University joined News 1^st on the second episode of the Highway exposé. Why doesn't the public in the country receive the proper benefits of the expressways that are being constructed?  What are the advantages that the country will have in strengthening the public transport services?
