Action TV revealed on Sunday that all members of the Central Provincial Council are preparing to undertake a tour to Russia, along with several officials, at a cost of Rs.27.3 million. This tour is being planned in a backdrop where the Central Provincial Council is struggling due to a financial crisis.
Two hundred and fifty eight (258) development projects launched by the council came to an abrupt halt on January 8, 2015 due to the lack of funds.
Taking all these facts into consideration, Action TV called on the Governor of the Central Province to reveal to the nation why funds were allocated for foreign tours, ahead of development activities.
The secretary to the president on several occasions issued advisories to the secretaries of ministries and heads of provincial councils not to engage in any non-essential foreign tour, due to the financial crisis that the government is facing.
If any provincial council does decide to engage in such a tour, they need to obtain the prior approval of the president. The Central Provincial Council attempted to obtain approval for their tour of Russia in this manner but their requests were rejected on three occasions. However, the governor revealed to News1st that the chief minister had received the verbal approval of the president for this tour.
Each provincial council allocates a certain amount of funds annually for such a tour under the guise of ‘educational tours.’ However, so far none of the provincial councils have taken steps to put forward any publication or carry out any work based on the knowledge gained from these educational tours.
The governor of the central province noted that she will be taking steps to ensure that such a fate does not befall the central provincial councilors’ excursion to Russia.
