Heated debate in parliament over Colombo – Kandy Expressway

United People’s Freedom Alliance Parliamentarian Dullas Alahapperuma raised a question in Parliament on Friday on the Colombo – Kandy Expressway.

UPFA MP, Dullas Alahapperuma stated:

The previous government was accused of following an unsolicited process in providing tenders and constructions, and you created a massive protest and public opinion in this regard. You said that it was wrong. So, are you not following that same process on the first phase of the Colombo – Kandy Expressway which is 37 kilometres?

Prime Minister,Ranil Wickremesinghe stated:

An unsolicited agreement had been reached with Chinal Metallic Corportation to construct a section of this and if that agreement was cancelled we will have to provide compensation. So, what happened was the change in the phase and it was you who provided that phase of the construction and now we are carrying the sins of the previous government

MP,Dullas Alahapperuma further stated:

Five local contractors were given the construction of the Colombo – Kandy Expressway at 4.48 Billion per kilometre. So, you might recall that when a six-lane road costs 4.48 billion rupees per kilometre, questions were raised as to whether this road will be constructed with the use of Gold. Now society might raise questions as to whether the construction will be made with the use of Gold and Platinum

Minster Lakshman Kiriella stated:

Even after going to Malaysia, the VOT was 60 billion in 2004. Today this road will be built for 325 million but if this bothered you so much in 2005, why didn’t you fix the road once you came into power and when you’ll lost the elections in the Kandy District by 75,000 votes, Mahinda Rajapaksa said that he will not construct roads for Kandy

PM Wickremesinghe in reply stated:

Without starting construction in Kandy or Kadawatha, they held ceremonies mid-way and the road was constructed from Pothuhera to Rambukkana. Bthere is no road from Rambukkana and no road to come to Colombo either. They came and said that they have taken the contract and they file cases against us and seek compensation and they have taken commissions and now want us to pay compensation.

He further stated:

We will give the opportunity for local contractors and we are having discussions with the World Bank and any contractor can make claim through transparency.

He went on to question:

What is the cost we would have to bear in making a road from Katunayake to Kandy rather than from Kaduwela to Kandy. What we need to do is find who pocketed the money
