Speaking in Parliament, Minister of Rehabilitation, Resettlement and Hindu Religious Affairs D.M. Swaminathan stated that the independence and the integrity of the key institutions such as the Attorney General’s Department, the Human Rights Commission – remains compromised and therefore the government, by the 19th amendment has taken steps today to see that there is an independence of judiciary,  independence of the Human Rights Commission.

He further stated:

The security forces, police and the intelligence services have enjoyed near total impunity and have not undergone any significant downsizing or reforms since the armed conflict.-
