The matter of the bid sheet which was prepared following the Treasury Bond auction was raised at the Presidential Commission of Inquiry to Investigate and Inquire into the Issuance of Treasury Bonds, today, March 08.
Superintendent & Registrar of the Department of Public Debt at the Central Bank of Sri Lanka, T. H. B. Sarathchandra, appeared before the Commission yet again.
Sarathchandra was yet again questioned by the representatives of the Attorney General’s Department, on Bond auctions made after he was appointed to the post of Superintendent of Public Debt in late 2015.
Providing evidence before the Commission, Sarathchandra said that after he was appointed to the post of Superintendent Public Debt, he took measures to ensure that the bid sheets prepared after the conclusion of a bond issuance does not include the names of the bidders in order to ensure transparency.
In response to a question raised by Attorney-at-Law Harsha Fernando, the Superintendent Public Debt said the Public Debt Department gives out minimum information to the market with regarding the bond auctions.
Responding to a question posed by Additional Solicitor General President’s Counsel Dappula de Livera, the Superintendent of Public Debt said, the hierarchy of the Central Bank had not taken any measures of change immediately following the impugned Treasury Bond auction dated the 27th of February, except for few transfers made by the Human Resources Department of the CBSL.
Dr. Indrajit Coomaraswamy, the Governor of Central Bank of Sri Lanka was seen at the premises of the Commission on Tuesday evening in order to ensure that the evidence provided by him before the Commission was documented accurately.
