Former Auditor General S.C. Mayadunne elaborated on the reasons for the delay in the proposed National Audit Act.
Mayadunne was speaking at a conference named ‘COPE : Responsibility to Parliament ” in Colombo on Thursday organised by the National Intellectual Professionals Collective.
Former Auditor General S.C. Mayadunne said that while the corrupt benefit from this, the administration takes this over for their needs, and this was evident in the past.
“Parliament has a major responsibility over this”, explained the former A.G. , who further pointed out that it is the duty of the Auditor General to assist Parliament; and that during the 100 day programme that took place following the president’s election, concrete steps were not taken in this regard.
He further charged that a message was spread ahead of the general elections as well, but nothing happened and now a situation is being faced where the Audit Act is being curtailed and being delayed and individuals who are to be audited are delaying this bill. He further stated that it is an insult to the people’s right to information and an insult to the right of the people to be aware of such mechanisms.
With the regard to the Treasury Bond Issue, the former AG noted that the Auditor spite that, he does not have any financial independence nor institutional freedom.
